The role of the church must vary to meet the changing needs of the community. Effective change requires clear direction and an understanding of the needs of the community and the local church or even the denomination.

The unit applies to ministers or pastors with responsibilities that extend across the organization or across significant parts of a large organization. It describes the skills and knowledge required to work with the community to develop relevant and effective resources to engender community support for initiatives aimed at specific groups.
This unit applies to workers in both health and community sectors and/or a community development work context. Workers at this level will be part of a professional team and under the guidance of a supervisor.

- used appropriate technology to design and develop resources for at least 1 specific community group
- established networks of key people and organisations and participated in at least 1 meeting
- documented and stored information in line with organisation policies and procedures
Knowledge Evidence
The candidate must be able to demonstrate the essential knowledge required to effectively complete tasks outlined in the elements and performance criteria of this unit, manage the task and manage contingencies in the context of the work role. This includes knowledge of:
- social, political, cultural and historical issues that affect or are relevant to specific communities and groups
- relevant legal and organisation policies and procedures regarding resources, including copyright and confidentiality
- a range of media, resources and techniques used to develop community resources
- specific client community groups, including:
- group composition
- specific community and group structures
- practices and values
- cultural preferences
- social issues relevant to the specific group
- health issues relevant to the specific group
- relevant networks, people and stakeholders
- specific communication protocols and practice
Assessment Conditions
Skills must have been demonstrated in the workplace or in a simulated environment that reflects workplace conditions. Where simulation is used, it must reflect real working conditions by modelling industry operating conditions and contingencies, as well as, using suitable facilities, equipment and resources.
